The manager is responsible for the preparation of the budget and monitoring spending; hiring and supervising department heads, ensuring compliance with laws, rules and policies; drafting and enforcing ordinances, representing the county at various functions and on issues, and assisting the citizenry in county issues. The office provides staff support and policy advice to the Board of Commissioners and prepares board meeting agendas.

The Human Resources Division provides the framework of personnel practices for the county’s 200-plus regular and temporary employees in compliance with local, state and federal laws. Responsibilities include recruitment, classification plan and review, compensation system surveys, personnel rules and regulations, labor relations, administrating benefits, personnel records, new employee orientation, complaint procedures, collective bargaining negotiations, dispute resolution, American Disabilities Act compliance, recognition programs, performance appraisal system administration, training and organizational development, Equal Employment Opportunity and Affirmative Action program administration and safety and risk management administration.
