The Clatsop County Grand Jury issued a report about the County Jail and issues surrounding criminal justice facilities in Clatsop County July 2. The Grand Jury sat for four months, first considering felony case presentments and then deciding to launching their own investigation into concerns over issues surrounding the jail. A number of local officials gave testimony before the Grand Jury, including the sheriff, the district attorney, the presiding judge and the Chair of the County Commission. Although Clatsop County District Attorney Josh Marquis sat as the jury’s legal adviser he did not participate in the preparation, writing, or editing of the report.

Members of the grandy jury were: Eileen Hall, presiding juror; and Joel Bernard, Carl Burkhart, Lee Dohaniuk, Jeannette Hayward and Larry Pfund.Witnesses before the grand jury were: District Attorney Josh Marquis, Sheriff John Raichl, Chairperson Helen Westbrook of the Board of Commissioners; Judge Paula Brownhill, presiding circuit judge; Chief Deputy Tom Bergin from the Sheriff's Office; Lt. Ron Stevens, jail administrator; Billy Wasson, consultant with the National Institute of Corrections, and Danny Jordan, Community Corrections director.
